MOE Allocates RM4.6 Billion For Redevelopment Of Dilapidated Schools In Sabah Since 2023

KUALA LUMPUR, July 29 (Bernama) -- The Education Ministry (MOE) has approved RM4.6 billion for the redevelopment of dilapidated schools in Sabah over the four years from 2023 to 2026 under the MADANI Government.

Deputy Education Minister Wong Kah Woh said the allocation accounts for a substantial share of the RM6.6 billion approved for such projects over a 10-year period since 2016.

"When discussing dilapidated schools, the figures are dynamic, as the number changes over time depending on the repair works carried out and the condition of each school.

"Between 2023 and 2026, under the MADANI Government, projects worth RM4.6 billion have been approved. These projects are currently at various stages, including pre-construction, under construction, and completed," he said during the question-and-answer session in the Dewan Negara today.

He was responding to a supplementary question from Senator Datuk Phoong Jin Zhe, who asked about the government's efforts to address the issue of dilapidated schools in Sabah, where many schools continue to require substantial funding for repairs.

On school maintenance, Wong said Sabah received the largest allocation compared with any other state or region.

"In 2024, Sabah received RM135.24 million for the maintenance of educational institutions. The allocation increased to RM196.14 million in 2025, comprising RM174.19 million for schools and RM21.95 million for non-school institutions.

"As of July 17, 2026, the maintenance allocation for Sabah has reached RM175.18 million. This is the highest allocation provided to any state or region," he said.

Under the 13th Malaysia Plan (13MP) Rolling Plan 1 for 2026, he said the ministry has secured approval for 437 development projects in Sabah, comprising 31 new projects and 406 ongoing projects.

On teacher placement, he said the ministry remains committed to implementing the 90:10 Policy, which aims to ensure that 90 per cent of teachers serving in Sabah are locals.

"As of June 30, 2026, the implementation of the 90:10 Policy in Sabah has reached 89.72 per cent, while the teacher placement rate across all schools in the state stands at 97.45 per cent," he said.

He added that the ministry is also expediting the filling of teacher vacancies through the establishment of a joint MOE-Ministry of Higher Education (MOHE) Secretariat in March 2025.

In addition, a circular issued on May 21, 2026, on the placement of DG9 Education Service Officers directs State Education Departments (JPNs) to prioritise the deployment of newly appointed teachers to rural and remote schools, he said.
